Haryana Cabinet Approves Nearly Doubled Budget for Gurugram Metro Expansion

The Haryana Cabinet approved a steep revision in the cost of the Gurugram Metro Rail project, with the total project outlay nearly doubling from Rs 5,452.72 crore to Rs 10,266.54 crore amid price escalation, revised infrastructure requirements and expansion of the corridor plan.

This landmark decision, announced on May 18, 2026, underscores the state government's commitment to delivering a world-class transit system for Gurugram—a city that's become synonymous with India's IT and corporate boom. The decision was taken at a Cabinet meeting chaired by Chief Minister Nayab Singh Saini in Chandigarh.

What's Driving the Budget Increase?

The cost increase is due to price escalation between 2019 and 2023, revision in GST rates, standalone planning requirements for the Millennium City Centre–Cyber City corridor, the need for a full-fledged depot and additional rolling stock, changes in the RRTS alignment, and the addition of a metro spur to Gurugram Railway Station. Breaking it down: Rs 7,098.70 crore towards escalation and GST-related revisions, Rs 947.06 crore for standalone corridor requirements, and Rs 454.32 crore for the proposed metro spur linking Sector-5 with Gurugram Railway Station.

The Mega-Project Scope

The revised approval covers the 28.50-km metro corridor connecting Millennium City Centre to Cyber City in Gurugram, along with supplementary reports related to Rapid Metro integration, a new spur to Gurugram Railway Station, and a proposal to route the project's entire soft loan component through the World Bank. The project will have 27 Gurugram Metro Stations, strategically located to serve high-density residential areas, business hubs, and employment zones.

Real Estate Impact: The Boom is Real

For homebuyers and property investors, this news is transformational. The Metro expansion has helped break the realty plateau in old Gurugram. The housing and real estate market here was facing stagnation, but Metro expansion broke the jinx. Now, the property prices have surged.

DLF Phases 1 through 5 have recorded increases ranging from 45 per cent to 75 per cent, with DLF Phase 2 and Phase 3 hitting the upper limit of that bracket. Commercial property rates have been particularly aggressive, with a 75% increase noted for shops and offices along Delhi Road and Mehrauli Road, and a 60% rise in the Civil Lines to Jail Road stretch.

Timeline & What's Next

Phase 1 is expected to take around 30 months to complete. Trial runs are likely by mid-2028, with full commercial operations planned by 2029. Travel time between Old Gurugram and New Gurugram sectors will reduce by nearly 30–40%.

Why This Matters

The budget approval is more than just a fiscal decision—it's validation that Gurugram's status as India's prominent corporate and IT hub is attracting employment-led residential demand. This is further supported by mega infrastructure projects including Dwarka Expressway and metro extension, which are enhancing connectivity across residential corridors. Experts remain confident that Gurugram is unlikely to see a price correction or crash. From a developer's perspective, the market is entering a phase of consolidation, not stagnation.
