Flood management has become critical. Flooding continues to occur due to a poorly connected stormwater drainage network that should channel rainwater into Varthur Lake, residents say. The problem stems partly from design and maintenance gaps. The width of stormwater drains was 40 metres in 2009 but has now reduced to 15 metres, a violation of NGT orders according to an IISc research report.
Yet progress is visible. A World Bank task team praised an integrated stormwater drain development project at Varthur Kodi Circle where a previously 7-8-metre-wide earthen drain has been expanded to about 30-32 metres, while a public walking track and green corridor have been created alongside it. The World Bank task team appreciated the integration of drainage, land protection, a green corridor, public access and provision for future utilities.
The Karnataka government has allocated ₹2,000 crore to the BBMP under the 'Karnataka Water Security and Disaster Resilience Initiative,' with BBMP having identified 209 flood-prone areas in Bengaluru, and mitigation measures completed in 166. The scale is enormous: remodelling Bengaluru's stormwater drain network of 842 kilometres will cost ₹6,328 crore.
The upgrade brings hope for homebuyers investing in East Bengaluru's residential boom. Better roads, upgraded drainage, street lighting and public utilities will make the area more business-friendly, with key civic upgrades such as Namma Metro's Phase 2 & 3 and the Peripheral Ring Road strengthening Varthur's connectivity. Still, residents urge faster execution. Work on roads, white-topping, and drainage in the Varthur–Balagere–Panathur area has been described as unscientific, half-measured and incomplete.
